Situated on the eastern shore of San Francisco Bay, the city (well-known -- from the 1960s to present day -- for its liberalism) has a population of more than 100,000 within the confines of roughly 18 square miles. It is home to the University of California, Berkeley, considered the flagship institution of the California higher education system. Since 1823, the city has operated under the council-manager form of government. Eight council members (elected by separate districts) and the mayor are responsible for decisions regarding the city's economic development, health and human services, housing, public works, and transportation.
